This position is in the Office of the High Commissioner for Human Rights (OHCHR) in Bangkok, in the South-East Asia Regional Office (SEARO). The incumbent will report to the Regional Representative.

Responsibilities

Within delegated authority, the Human Rights Officer will be responsible for the following duties:• Provides advice on policy, programming and capacity development in relation to a human rights based approach to development and advancing the 2030 Agenda and the rollout of the UN’s Development Reform Agenda.• Supports implementation of international human rights instruments, including recommendations of treaty bodies and mechanisms of the Human Rights Council (HRC) through advice on their integration into UN Common Country Analysis (CCA) and the UN Sustainable Development Cooperation Frameworks (UNSDCF) as well as national development strategies.• Meets regularly with the relevant SEARO staff, to plan projects, provide operational guidance/inputs and review impact of project activities. Documents and shares good practices and facilitates cross-fertilization between and across SEARO, headquarters and other field presences in the region.• Works with UN and non-governmental programmes at the regional and country level to integrate human rights, including their gender and 'leave no one behind' dimensions in their programs; • Ensures up-to-date information regarding substantive matters in the fields of economic and social policy, development and human rights and makes recommendations on actions to take. • Makes contact and develops partnerships with other sectors of the regional UN development system, other international organizations and governments as well as non-governmental and academic institutions on coordination and policy matters; briefs representatives and provides, as appropriate suggestions and recommendations.• Assists UN Country Teams to develop and implement a training program, on a human rights-based approach and Leave No One Behind.• Trains and supervises new/junior staff or consultants.• Performs other related duties as required.

Competencies

Professionalism: Knowledge of and exposure to a range of human rights issues, specifically human rights and development and the SG’s development reform agenda in the Asia region. Ability to assess and address needs for technical assistance and capacity building in the area of human rights and development through mainstreaming for regional and national partners. Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the region or country of assignment, including the political and economic environments and legal statutes as they pertain to human rights. Ability to complete in-depth studies and reach conclusions on possible causes and solutions to human rights problems in specific societies and systems. Demonstrated skills in training UN staff, civil authorities and members of civil society to ensure a rights based perspective in the context of economic policy and development. Ability to relate to human rights issues and perspectives, including their gender equality dimensions, to political, social, economic and humanitarian programmes in affected countries and areas. Education

Advanced university degree (Master's degree or equivalent degree) in law, political science, international relations, development economics, social sciences or related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required. Experience in integrating human rights into sustainable development, economic and social policies, including at national level, is desirable. Experience working within the United Nations Common System or similar international organization on the integration of human rights in policies and programmes at regional and national levels, is desirable. Experience working in or on the Asia-Pacific region is desirable. Experience in undertaking research and analysis and/or drafting reports on macroeconomic policy, fiscal space or other social and economic areas, in the context of human rights and sustainable development, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
