Duties and Responsibilities

Given the exceptional and consistent performance of Brazilian agriculture in recent years (FISHLOW; VIEIRA FILHO, 2020; VIEIRA FILHO; FISHLOW, 2017), the need arises to understand the constraints associated with this process. The public sector may have played a leading role in this development process. To complement the studies related to the role of the Federal Government in technological advancement and rural credit, this proposed study aims to understand the role the Federal Government expenditures plays on the development of Brazilian agriculture. Thus, this study must rely on robust methodologies applied to public database. The results will allow the assessment of expenditures’ efficiency and eventual public resource reallocations to enhance public policies effectiveness.METHODOLOGYThe methodological approaches for the proposed objectives involve techniques for measuring productive efficiency, associating this efficiency with its determinants and quantitative techniques for the impacts of public policies. The main databases to be used include those included in the agricultural censuses and the federal government's expenditures under the heading of agriculture available from the National Treasury Department. Databases are not necessarily limited to those described. The execution of the study includes the following steps: sequentially:a) Prepare a report on the relationship between federal government spending on agriculture and the productive efficiency of Brazilian agriculture;b) Present a workshop on the role and effects of agricultural spending on productive efficiency;c) Prepare a report on the effects of agricultural spending on the generation of jobs in the countryside, on labor productivity, on land productivity, among other indicators associated with development;d) Present a workshop on the effects of agricultural spending on the development indicators listed in item (c);e) The final report will be the junction of the reports contained in items (a) and (c).
